Senior Policy Adviser, Private Sector & Sustainable Finance

Lysiane is a policy adviser and project manager specialising in sustainable and blended finance. At the Shamba Centre, she leads complex, multi-stakeholder initiatives spanning governments, institutional investors, corporations, and philanthropic funders — translating policy recommendations into concrete financial structures.

Lysiane’s research and advisory work focuses on improving the effectiveness and scalability of blended finance. Areas of expertise include Official Development Assistance flows, debt-for-nature swaps, financing strategies for National Adaptation Plans and Nationally Determined Contributions, outcome-based finance and other market-driven approaches to resilient agrifood systems.

Since 2023, Lysiane has led the Zero Hunger Pledge in securing nearly $800 million in corporate commitments and overseeing the independent verification of more than $400 million in capital deployment. At Shamba Ventures, the special purpose vehicle on outcome finance set up by the Shamba Centre and Quantified Ventures,  Lysiane works with funders, outcome producers and outcome buyers to design financial structures and budgets as well as positioning the initiative at international forums.

Across roles, Lysiane operates at the intersection of policy, finance, and implementation — building trusted partnerships, structuring investable solutions, and delivering measurable results. Her work combines analytical research, policy writing, and negotiations with donors, impact investors, companies, cooperatives and NGOs. 

Prior to joining the Shamba Centre, Lysiane worked at the International Institute for Sustainable Development, managing several million dollars in grants under the Economic Law and Policy programme. Her expertise in policy advice and project management was further honed at the United Nations, where she supported senior-level convening and conducted research on economic issues affecting least developed countries.

Lysiane holds a Master’s degree from Sciences Po Paris, specialising in Global Economic Policy, and a Bachelor’s degree in Commerce from McGill University.
